Characteristic actions (unfactored) are multiplied by partial factors to obtain design actions. The bars show each contribution.
Eq 6.10 applies both γ factors in full. Eq 6.10a reduces the leading variable by ψ₀ and 6.10b reduces the permanent by ξ = 0.925. The designer may use whichever governs.
The three SLS combinations use different ψ factors because rare overloads, frequent service loads and long term loads each matter for a different check.
The BS column shows the older 1.4 Gk + 1.6 Qk approach. It is usually more conservative than Eq 6.10, especially when the variable to permanent ratio is low.
Changing the building category changes only the ψ factors. Storage (Cat E) has ψ₀ = 1.0 so its 6.10a equals 6.10.
